I downloaded the demo before the full release came out, and I loved the game. It seemed like it was going to be a big hit with me. Unfortunately, when I got the full version, I realized that every level is practically the same, without any gameplay innovation at all. I became so frustrated with the game, that I would actually just cheat to beat levels, and I hate cheating to beat games! It was just level after level of running around and shooting or beating up the criminals of the city. Once in a while you had to rescue someone and bring them back to a safe zone, but you still had to shoot the enemies holding the hostage. But, you don't really have much chance sometimes, especially when there are 5 enemies running at you with guns, and you're instantly dead from the simultaneous fire. And what happens when you die ... you must start from the very beginning, no saving your current location! That was another aspect of that game that really bothered me. I remember being right at the end of a level, but the person I was rescuing didn't follow me correctly, and he got killed, and I had to start from scratch.
This brings me to the character intelligence in the game ... remember the characters of Doom? No offense to Doom, because it was an amazing game that really opened some doors in the gaming industry, but looking back, the enemies did nothing but come after you. That's all I noticed with the characters of Urban Chaos as well. They didn't appear to use any tactics, except maybe attacking in groups so you have no chance.
I do, however, whole-heartedly admit that the graphics are wonderful in this game. You can see your character's reflection ripple when running over puddles, the smoke and lighting are very strong, and the characters have a good look. Along with the graphics, the voice tracks are decent, as are the sounds, but the gameplay kills the enjoyment of this game.
I didn't care too much for the story behind this game either. It was fair in my opinion, nothing extraordinary though -- just another cash-in on the armageddon scare that was going around for a while.
This is definitely a case where graphics cannot make a game alone. The game really had some potential, but fell very short with me and was a complete disappointment. I strongly do not recommend this game to anyone.
