I've always been a fan of Bugs Bunny and the other Looney Toons cartoons, but I never imagined that a game would make good use of the license. Well, somewhat to my surprise, LTSR is a fun, engaging addition to the kart genre, with characters that are arguably more interesting than Mario & Co.
The visuals are undoubtedly the game's strongest feature. Although the graphics are perhaps not the most technologically advanced or processor-intensive on the Dreamcast, they do an amazing job of simulating cel animation. Most of the best-known Looney Toons characters are here in full 2-D glory, inhabiting a game environment that is satisfyingly consistent with their familiar cartoon universe. Each character has his own pitch-perfect dialogue, though it's conceivable that the lines could grow stale with a few hundred repetitions.
Kart games are as much about messing up your opponents as they are about racing, and LTSR offers a full arsenal of appropriate weaponry. You can drop safes and anvils on your opponents, or slap one of those floppy black circles on the road in front of them that becomes a gaping hole. LTSR is actually more combat-oriented than, say, Mario Kart; weapons are exceedingly plentiful, and attempting to simply race as quickly as possible is fairly pointless. This is due to the fact that the game "cheats" by attempting to keep all racers in a tight herd. Fall behind the pack of CPU-controlled opponents and you can easily catch up; this naturally allows more attack opportunities, but is likely to offend racing purists who have mistakenly picked up this game. For everyone else, this is a fitting tribute to a classic artform and an enjoyable game for all ages.
