Colleges look at references to try to get to know the student better. MOST IMPORTANTLY find a teacher that likes you. A teacher you will talk about anything with. A freind. DO NOT just pick a teacher that taught a course that you did well in. Colleges see your transcript, they know what your grade is. They don't need a teacher to talk about that. They want to know what you add to the classroom, your personality. So if the teacher doesn't like you you are in trouble.

I'm not saying choose a class you did well in. Pick one where you are interested in and wish to pursue in college. When you approach the teacher be very polite and honest. Even ask "Do you agree with my decision to have you write this". Most teachers won't try to screw you over. Make sure to give them a resume too
