It's been shipped but they won't find it! And they won't answer me!

I ordered a bluetooth earpiece that was shown as "in stock". It was supposedly shipped the following day. IT NEVER ARRIVED! It has now been 7 weeks since it was "shipped".
Follow-up indicates that they used the US Post office (I don't really care) but that the post office could not deliver it. I have lived in the same address for 43 years now and have never had this happen before.
I began to look for it. (Heartland promised delivery in 7 to 10 days). Heartland verified the delivery information. The Post Office says they don't have any record to indicate they've ever had it and they searched their shelves to assure they don't have it now. They say it may have been returned to Heartland.
I have written 3 emails and made 2 telephone inquiries of Heartland. Heartland CS Supervisors say ONLY that they will send me a Claim Form. BUT THEY HAVEN"T SENT ANY CLAIM FORM! And I've waited 2 and 4 weeks for these, even. They don't answer my emails and they give me false promises over the phone.
IT has now been 7 weeks since it was reportedlly shipped and Heartland won't respond to any of my email inquiries. I WANT THE BLUETOOTH DEVICE! But no one seems to be interested in this.
