Whoa, dude! Looks like you copied this from a book ... which, isn't necessarly bad, as long as you attribute it. Besides, that, it's a little too "deep" for the average reader. I only have a liberal arts degree, so I need it broken down for me. Not a bad job, though.

I filed and paid taxes in 2000. Joint return. We have a small business so we file schedule C and all the neccessary forms but received a notice that we were not eligible for the rebate but did
not further explain. I still am not clear as to who was eligible, is it restricted to a certain income bracket or because of the business? I called the 800 number but could not get anyone on the line and so I just assumed there must be some
giudelines that we did not meet. Since you write many essays about tax related issues I thought you might know. I paid the taxes due in full in 2000.

OK, look at your 2000 form 1040. (You have a schedule C, so you don't need to worry about forms 1040A or 1040EZ). If you filed a 1040NR (you or your husband is a non-resident alien), then you are not eligible, or if one of you could have been taken as a dependent on someone else's return, then you are not eligible.

If lines 39 (taxable income) and line 51 (tax less non-refundable credits) are both positive, and you don't meet one of the exceptions, and you filed your 2000 tax return on time, there should have been a rebate check. As you filed a joint return, if line 39 is $12,000 or more and line 51 is $600 or more, then you should have received the full $600.

I think that explains it. My husband is a Resident Alien (he has a green card) we filed in 1998 but, he was just granted permanent residence in November of 2000, so I guess for most of 2000
we were not eligible. Thank You so much for taking the time to answer me in detail and for writing this Great review!

That was not a good idea, the "PREBATE" I was only making $9K a year when that happened so I ended up owing the government big time.

Now I am making the big buck LOL, and the fed gave my bank a check for $10K to pay of my student loans. And they dared call it income. I never saw it. But I ended up paying tax on it.

Well I am glad I was able to help purchase a bullet or two.
